毛院長強調，政府最關切的是學生學習權益不能中斷，所以從剛開始就針對高中課綱議題，確立處理原則，包括：新舊版本教科書並用，對於有差異的部分，不列入考試範圍，以補充教材的方式，讓學生瞭解其中差異；其次，對於未來高中課綱的決定過程與機制，希望能更公開、更透明，並容納大家的意見，這是政府從一開始便採取的立場；第三，希望教育部吳思華部長持續針對高中課綱議題和社會各界用心溝通。
